The institute despite being a bit of a snobby organization took a liking to the Steyr’s design. Despite Synths not needing any training to operate weapons, some prefer to carry this as their main weapon for ergonomics sake. The institute took the liberties of converting it to use Small Energy Cells and Fusion Cells
It will spawn on the synths at level 24. Institute Vendors have these.
