Starter Gear: Brotherhool Lover's outfit and weapon

Adds a chest in V111 (the other Cryo room) on the table that adds basic starter BOS gear.

This is not a cheat. It adds basic starter gear that is Brotherhood related.

This mod is in the spirit of the New Vegas pre-order add ons.
