This simply minimizes the level requirements for all of the perks, including those added by DLC. You can take the first rank of any perk at level 1, second rank at 2, etc.
All DLC is required for this mod. A DLC free version will be released soon.

Compatibility: This is designed to work with vanilla perks. If you try to combine this mod with other mods that change perks, you will likely end up breaking some of them.
