Changes Idiot Savant into Disarming Presence, which requires 4 Charisma.
Rank 1: You’re a master at appearing harmless… while remaining dangerous! Enemies are less likely to notice you while sneaking, based on your Charisma. (1% per Charisma)
Rank 2: Receive less damage in combat, based on your Charisma. (1% per Charisma)
Rank 3: You have a chance to avoid damage from attacks, based on your Charisma. This chance is tripled when you have no weapon drawn. (1% per 2 Charisma, rounded up)
To make room in Charisma, Attack Dog was moved to Luck and slightly improved.
Rank 1 adds 20% damage to Dogmeat.
Rank 2 increases the VATS bonus from 15% to 25% along with its usual chance for Dogmeat to cripple limbs.
Rank 3 increases Dogmeat’s damage bonus to 40% along with the usual bleed (which was never a chance and works on anything - I haven’t changed this).
Rank 4 now applies the 10% damage reduction to Dogmeat too.
