Added a small settlement out back, Drumlin Homestead.
There is no workshop border, the fence, which can be scrapped, represents the workshop build area.
Settlers assigned to Drumlin Homestead can wander around the diner.
Plenty of space to build homes for settlers.
No quest completion required to access workshop.
Mod load order middle, above my settlements with additional scrapping.
