Project Purity was underway long before you were born. There were many of us, including your mother, who devoted our lives to it. The idea of free, clean water for everyone drove us to succeed. So many sacrifices were made for that idea. My responsibility is to see it through to the end, to make sure those sacrifices mean something. It started as an idea, really. Remember the Bible passage your mother loved so much? Free, clean water for everyone. What a difference it could make in the lives of everyone here in the Wastes. Over time, that idea took the form of a purifier. Not like the one in the Vault, though. This one was gigantic, capable of purifying millions of gallons of water at once. We used the old Jefferson Memorial for the location, right on DC’s Tidal Basin. Someday soon, I hope you’ll see it work.

With the purifier online and performing as expected, the Brotherhood received a powerful economic asset. However, Elder Lyons made the decision to provide water to all major settlements in the wasteland, completely free of charge. Elder Lyons’ insistence on providing water for free has made finding resources and funding for the operation extremely hard. So hard in fact, that it forced Scribe Bigsley, the man in charge of the entire venture, to go against his orders and sell water, in order to actually be able to accomplish what he’s been ordered to do. Another problem was that bottling water had to be accomplished manually, as the Brotherhood is too preoccupied with reverse-engineering Enclave tech to devise a bottling machine. The entire operation was also severely hampered by a general lack of resources and planning.
Despite this free clean water would continue be distributed by the Brotherhood throughout the Capital Wasteland by 2287.

This mod makes some changes to water in Fallout 4. It has been 12 years since the massive purifier has been running in the Capital Wasteland. The Capital Wasteland is 464 miles south of the Commonwealth. The natural Gulf Stream causes water to flow upwards on the east coast, from Florida to Maine, then loop across to lower Europe and Africa, then down and back around again. This means water from the Capital Wasteland would be flowing upwards to the commonwealth, causing it to have purified water pushed up and along the east coast into Boston Harbor. That plus the earths natural ability to absorb and filter heavy rads over time, means Boston would have much more fresh water resources.
MOST waters do not cause rads when swimming. I kept it logical and as lore friendly as possible. If the water has leaking toxic waste barrels, is inside of a reactor, or stagnant and murky, then it will still cause rads.
Some water that does not cause rads when swimming will still give rads when consumed. Again, be sensible. Are you drinking from a fresh stream or flowing river, or are you drinking from a dirty unmoving puddle filled with debris and fresh radstorm water?
The availability of purified water at vendors has been increased and price slightly lowered based on the cannon lore of lower cost fresh water being distributed by the Brotherhood of Steel, and potentially even Dr. Li playing a part in the availability of water in the Commonwealth, since Project Purity was her dream too.
Some reality also plays a part in the concept of this mod. It is now 37 years since Chernobyl. The radiation levels of the water in and around the nuclear contamination site are at safe levels and non-existent in the flowing streams. The earth naturally filters and pulls toxins deeper over time. The water in the commonwealth, after 212 years, would be mostly safe, especially when you add in Project Purity’s rad free water pushing north with the current these past 12 years. That is what this mod is hoping to achieve. A combination of lore friendly and realism to make water in the commonwealth a bit better for everyone.
