If you have ever wanted to play as a pyromaniac (arsonist) you might have noticed there is no shortage of oil in the commonwealth and yet even though the player is able to produce almost every kind of ammo and machines in the commonwealth, somehow you have not figured out how to put oil in a specific size cannister. Bethesda wanted to make this ammo type rarer than mini nukes.. so that you can only buy after a certain level or find it in specific places. This does not make a lot of sense and it is not immersive. Here is why the TODD fuel is added as a recipe to the chemistry workbench.
