This is a working version of PerkInnovation for those who have the DLC as it doesn’t work with the perks that were introduced in Far Harbor and Nuka World. I couldn’t find a way to contact the author so I figured I’d just make this and credit them.
I’ve included screenshots of 2 of the DLC perks that weren’t working (Ghoulish 4 and Lone Wanderer 4) and a couple of others for those who are unfamiliar with the original mod, to give an idea of what it’s all about

Hey There!
Are you tired of the same old perk system? how about having to wait until you level 39 to max out Gun Nut or even level 50 to become the true Pain Train well then do I have a mod for you!
PerkInnovation introduces a new concept on the perk system requirements by slicing out those pesky level requirements and simply making them perk point associated.
Want Gun Nut rank 4 by level 4 no problem how about Pain Train rank 3 at level 3, Saaaaay Whaaaaat??
This is possible by these perks rank acension being linked to base stat points. Example:
Gun Nut rank 2 used to have level 13 requirement but now instead requies Intelligence 6, rank 3 int 7, rank 4 int 8. So a player who starts with an intelligence of 8 would have access to Gun Nut rank 4 by level 4 and so it goes with every perk.
Notes: This overhaul works best with a new game due to the new rules but can still be used in existing games though all gained perks will still remain in effect and ignore requirements. Also there was a bug with the Sneak skill where it went berserk and attacked Quick Hands for some reason I dont know but I calmed it down by addding a level 1 to its rank 5 though it still has its agility requirement.
