Steady Aim - spread out bonuses between ranks(10/20/30dmg and 20/40/60% spread reduction).
Basher - 50/100/200/500% extra damage .
Basher rank 2 & 3 gives you 15% and 30% chance to cripple a limb.
Basher rank 4 gives you a 30% chance to inflict a critical hit.
Pain Train - now level based and inflicts even more damage.

Pickpocket - total rework.
Rifleman - armor penetration now applies to the Shotguns.
Rifleman 5 - 15% to cripple instead of 7.
Awareness 1 - 5% increase to hit chance and damage dealt to VATS targets and 10% on second rank(they stack).
Demolition expert 3 affect a larger area(1.5 vs 1.25).
Night Person 2 - 5 points increase.
Night Person 3 - You get 50% additional damage to sneak attacks between the hours of 6:00 p.m. and 6:00 a.m.
Refractor - +10 Energy and Fire Resistance.
Sniper perk - +10/20/30% damage with scoped rifles.
Concentrated Fire - 10/15/25(+25dmg).

Toughness - +10 Damage and Poison resistance.
Lead Belly 1 - Heal +50% from food.
Lead Belly 2 - lvl 17 beverage effects last 50% longer.
Lead Belly 3 - lvl 34 The effects of food are doubled.
Lifegiver - 30/30/40 hp and 3rd rank better heal.
Aquaboy 2 - +25% swimming speed.
Rad Resistant 1 - 50 Radiation resistance.
Rad Resistant 2 - +250 Radiation Resistance.
Rad Resistant 3 - You receive 50% less damage from Radiation based attacks.
Rad Resistant 4 - You are a Child of Atom and take almost zero radiation.(2500 resist).
Adamantium skeleton 3 - Falling damage is reduced by 50%.
Cannibal - now heals up to 800hp based on player level.
Ghoulish - huge heal now.
Solar Powered 2 - additionall 2 points/better heal.
—Charisma—
Cap Collector - 1&2 boosted and now invest a total of 1000 caps.
Black widow - damage boost 10/20/30%
Attack Dog - cripple % 30/bleed Level based now/vats % 50 vs 15.
Animal Friend - can pacify enemy of your level, timer between tries 15 sec.
Party boy 1 - When under the influence of alcohol take 15% less Damage.
Party boy 3 - duration of alcohol effects are doubled.
Inspirational - +100% damage vs 20%; 200 carry weight vs 25; 200 resists vs 20.
Wasteland Whisperer - can pacify enemy of your level, timer between tries 15 sec.
Intimidation - can pacify enemy of your level, timer between tries 15 sec.
—Intelligence–
V.A.N.S. - 10% additional movement speed while not in combat/rank 2 - +2 perception and enemies highlighted in combat.
Robotics Expert - +25 dmg vs robots and synths.
Nuclear Physicist 3 - better damage/less damage to the player.
Nerd Rage - up to 200 damage and energy resistance and up to 100% damage dealt, +10 strength.
—Agility–
Gunslinger 4-5 increased chance from 7 to 10%.
Sneak 1-5 - easier to hide in the dark.
Ninja - 4x wep dmg
Moving Target - You now get 25/50% chance to evade incoming weapon Damage when you’re sprinting.
Quick Hands 3 - 25 point now.
—Luck—
Scrounger 4 - chance from 5 to 15% and DLC ammo is now found in the Commonwealth.
Bloody mess 4 - add 20% damage, buff to chain effect.
Mysterious Stranger - up damage from 1000 to 9000.
Idiot Savant - now work if your INT was reduced to zero, and rank 3 enabled the bonus for non-kill XP during kill streaks.
Better criticals 3 - 3x damage.
Ricochet perk - fixes Ricochet so that its chances actually increase with lower health. Ricochet triggers more often overall.

Ballistic, Heavy, Melee, Unarmed and Energy bobbleheads give you +15% respective damage instead of +25% crit damage
