Here’s a mod that will allow you to craft perk-granting magazines at a Chemist’s Table so that you can obtain Skill Perks without spending Perk Points. This is a version in which all magazines require certain stats, but you can craft them at any level. Each magazine costs 100 units of PREWAR money.
This version requires the DLCs FAR HARBOR and NUKA WORLD because it includes Perk Ranks added from those DLCs. Turn off the NON-DLC versions of this mod if you were using one.
Two other versions exists, one REGULAR version where the magazine retains the required stats and level requirement from the game’s regular perk point system and still costs 100 PREWAR to craft each magazine. The FULL ACCESS version allows you to craft every magazine at no cost without any requirement.

There are minimal restrictions to this mod, please PLAN AHEAD by examining your current perks on the PERK WALL before crafting a perkmag. The mod doesn’t prevent you from crafting perkmags for perks that you already have. It is also EXTREMELY RECOMMENDED to read the books in order so that each perk does everything intended and also to avoid potential errors.
There is a very basic detection to avoid you from crafting the same magazine twice, but adding detection of your current perks will mess up the sorting in the Crafting Menu. I decided to favore ease of use over error prevention here.
There is no fancy text message or sound effect when you read the perkmags, it’s active as soon as the magazine slide into view mode. Exit and check your Perk Wall to confirm the gain of your perk. You may discard the magazine somewhere afterwards.
The perks you obtain are PERMANENT and while the mags will disappear when you turn off the mod, the perks will remain.
